What to do with a cryinf 1 year old

My little girl just turned 13 months. She cries all the time with me mother. Im at home with her all the time. They only thing I can do to settle her is giving her food. I know this is a bad habit but she with cry for hours and Ive done everything to try and make her happy. She will follow me crying and will whine when Im around. If I leave her with my parents or her dad she never cries. They actually dont think shes that bad with me cause she isnt bad with them. In the car she constantly cries as well. Ive had to pull over and just get out and calm down because it doesnt stop. Ill give her something to eat and the moment shes done she will cry again. If her dad drives with her shes all happy and never cries What can I do. Im so desperate to make her stop. I feel like Im failing because she only does it with me.
